Foundation of PASA
PASA was founded on March 19, 2024, in Islamabad as a national, student-led, nonprofit, and nonpolitical organization. It was established with the vision of uniting and empowering students of Public Administration, Governance, and Public Policy across Pakistan. The Alliance aims to foster academic excellence, professional development, ethical leadership, and community engagement, creating a collaborative platform that bridges the gap between students and practical opportunities in public affairs and governance.

Choudhary Muhammad Bilal, Founder
Choudhary Muhammad Bilal is the visionary behind PASA and currently serves as its Founding President. With a passion for institutional reform and youth empowerment, he laid the foundation for PASA to provide a unified voice and nationwide platform for students of Public Administration. A dedicated student leader and civil services aspirant, he is committed to promoting excellence and leadership among future public administrators.

Muhammad Anas Raza, Co-Founder
Muhammad Anas Raza is a student of Public Administration at the International Islamic University Islamabad (IIUI). As a Co-Founder of PASA, he played a key role in shaping the organization’s inclusive and academic-oriented vision. His strong interest in public sector governance and educational policy has contributed significantly to the development of PASA’s early strategic direction.

Arooj Niaz, Co-Founder
Arooj Niaz, a student of Public Administration at IIUI, is a Co-Founder of PASA whose contributions have been instrumental to the organization’s growth. She played a leading role in organizing impactful events, strengthening internal administration, and developing PASA’s documentation and governance frameworks. Arooj also ensured effective coordination, communication, and planning across teams, making her one of the most dedicated and influential founding members of the Alliance.

Hassan Ali Hamid, Founding Member
Hassan, a student at IIUI, is among the initial team members who supported the vision of PASA. His analytical mindset and interest in administrative theory have shaped PASA’s early academic focus.

Samreen Hussain, Founding Member
A student of Public Administration at IIUI, Samreen has been an active contributor to PASA since its inception. She brings a strong sense of academic discipline and organizational responsibility to the Alliance.

Hira Imtiaz, Founding Member
Also from IIUI, Hira Imtiaz is a founding member recognized for her dedication to collaborative leadership and student engagement. Her contributions to early coordination and outreach efforts were instrumental in establishing PASA’s foundation.

Mahlaqa Yaqoob, Founding Member
Also a student of Public Administration at QAU, Mahlaqa played a vital role in expanding PASA’s outreach in Islamabad. Her contributions emphasized student mobilization and strategic engagement at the chapter level.

Abeeha Saeed, Founding Member
From Quaid-i-Azam University (QAU), Abeeha brought regional diversity to the founding team. Her involvement highlights PASA’s commitment to inter-university collaboration and national inclusivity.
