Governance at PASA
The Public Administration Students Alliance (PASA) is governed through a unified, constitutionally defined three-tier framework that ensures strategic coherence, decentralized authority, and operational autonomy across the organization.
🔹Central Executive Cabinet (CEC)
The CEC is PASA’s supreme executive, legislative, and policy-formulating body at the national level. It is responsible for governing national affairs, executing the Constitution, formulating policies, managing national events and finances, approving partnerships, and overseeing all subordinate bodies.
It comprises key national office-bearers, including the President, General Secretary, Vice Presidents, and Secretaries for Events, Finance, Media, Academics, and Partnerships, among others. The CEC also acts as the final appellate and interpretative authority on constitutional matters.
🔹Regional Executive Cabinets (RECs)
RECs serve as the highest operational and executive authorities within their respective territorial regions (e.g., Islamabad, Lahore, Faisalabad, Multan, Karachi, etc.). They are empowered to organize regional programs, manage local partnerships, supervise Chapters, and report to the CEC.
Each REC includes a Governor, Deputy Governor, Secretary, and managers for Events, Media, and Finance, along with Chief Administrators who coordinate directly with institutional Chapters.
🔹Chapter Administrations
Chapters represent PASA within individual universities and academic institutions. Each Chapter is led by an Administrator, Deputy Administrator, and Chief Coordinator, and is tasked with organizing on-campus events, managing membership, executing PASA programs at the grassroots level, and upholding the Alliance’s mission locally. Chapters operate under the supervision of their respective REC and remain subject to the strategic direction of the CEC.
General Governance Principles
PASA is founded on the principles of democracy, decentralization, transparency, accountability, and the separation of powers. Each tier operates within its constitutionally assigned mandate, with clear reporting lines:
- Bottom-Up Reporting: Chapter → REC → CEC
- Top-Down Directives: CEC → REC → Chapter
All decisions, appointments, audits, and partnerships follow due process under the Constitution and ratified By-laws. The CEC retains the authority to interpret constitutional provisions and ensure all organizational actions align with PASA’s mission and strategic plan.
